michael engelberger
Michael Engelberger was elected to District 35 in April 2022 representing the city of Stoughton and portions of the Towns of Pleasant Springs and Dunkirk. He is a lifelong resident of Dane County. His family settled here in the 1840’s. He grew up in Monona and lived in Madison and Fitchburg for many years before moving to Stoughton in 2010. Michael is a retired Sheet Metal Worker, Labor Leader and HAVC Project Manager. He owned a business for several years providing employment opportunities for people with disabilities through the Division of Vocational Rehabilitation of the State of Wisconsin. He holds a bachelor’s degree from the National Labor College. He served two terms in leadership capacities with the city of Stoughton Common Council from 2012 to 2018. Michael has great interest in sharing his many years of service and experiences to further the interests of the people of Dane County. He is a 40 plus year member of the Sheet Metal Workers International Association and a member of the Madison Rotary Club.

Welcome to the new Dane County Board of Supervisors District 35 News/Updates and Information Bulletin. My goal is to update constituents of District 35 in the Stoughton, Pleasant Springs and Dunkirk area of Dane County a couple times a year. I am interested in informing constituents on what I have been working on in county government and hearing any input you would like to provide to me about the county and our district. We are currently working on the 2023 Budget Process during the months of September through November. I have been fortunate to serve on several committees that interest me. I’ve been working on a lot of environmental issues, land and water issues, housing issues and public works and transportation issues. Below are descriptions of the Dane County Board and the committees I serve on. Please don’t hesitate to contact me. Thank you!
Dane County Board
The Dane County Board of Supervisors is the legislative and policy making body of County Government. It is made up of 37 supervisors elected from districts in the county. The mission of the Board of Supervisors is to effectively represent the people of Dane County, providing services which secure the blessings of freedom, ensure domestic tranquility, promote the general welfare, and perfect the forms of government.

My Standing Committee
Upon my election to the Dane County Board I have been appointed to several committees. My standing committee is the Public Works and Transportation Committee. The Public Works and Transportation Committee acts as the supervisory committee for the Department of Public Works, Highway and Transportation, Department of Waste and Renewables, the Dane County Parking Ramp, and the Alliant Energy Center of Dane County. It also acts as the policy oversight committee for the Dane County Regional Airport Commission, the solid waste and recycling ad hoc subcommittee, the Dane County Zoo Commission, all regional transportation planning, and all rail transit commissions to which the county is a party.
The PW&T Committee advises the county board on all matters relating to building maintenance and the construction, improvement, repair or maintenance of county buildings and grounds, and allocates all space for all units of county government in all county controlled facilities after consultation with affected communities. The committee oversees the services of architects or engineers for making surveys and estimates of proposed work, oversees the preparation of specifications and letting of bids for public works projects. The committee shall address the space and real estate needs of the county, both short term and long-term, and oversees the development and implementation of sustainable practices for county facilities, including the possible us of alternative energy sources and energy efficient measures in the construction, improvement, repair or maintenance of county buildings and grounds.

In addition to the standing committee I’ve been appointed to serve on the following Committees:
Land Conservation Committee
The Land Conservation Committee is established pursuant to chapter 92, Wis. Stats., which requires that each county have such a committee. The committee coordinates all matters relating to agriculture and soil and water use and conservation in the county, including the development of standards and specifications for management practices to control erosion, sedimentation and non-point source water pollution. The chairperson of the federal Farm Services Agency county committee serves as a public member of this committee.
University Extension Committee
The University Extension Committee functions as the agriculture and extension education committee in accordance with sec. 59.87, Wis. Stats., and within the limits of funding appropriated by the county board, shall have the powers set forth in said statute. The committee is the oversight committee for the Dane County Fair Association and reviews dog damage claims under chapter 174, Wis. Stats.

Dane County Regional Housing Strategy Advisory Committee
The purpose of developing the Dane County Regional Housing Strategy (RHS) is to acknowledge, reinforce, and build on local efforts, assess the ongoing challenges, and work together to take the next steps to expedite the development and preservation of affordable/workforce housing.

Dunkirk Dam Lake District Commission
The Dunkirk Dam Lake District is a commission formed in 1994 to maintain, protect and improve the approximate two mile stretch of the Yahara River north of the Dunkirk Dam.
